On September 22, 1993, the President of the U.S. urged the creation of new healthcare alliances. Less than three months later, a group of five local Chambers of Commerce was recognized by the State of Ohio as the first official small employer healthcare alliance in the state: the Southern Ohio Chamber Alliance (SOCA.)
